On February 21, 2023, the ceremony of "Shang Liang Da Ji"(a ceremony of installation of the main beam) was grandly held on the north side of the construction site of China-Aided El Salvador National Library. Chinese Ambassador to El Salvador Zhang Yanhui and Commercial Counsellor Yao Ming, Team Leader of the Stratigic Project Coordination Team of the President Office Raymond Villalta and Deputy Minister of Culture Eric Doradea and their party of 13 people attended the ceremony. Vice General Manager of Yanjian International Pan Yang, Technical Counselor Wang Shumin, Leader of Project Management Team Ye Peng, Leader of Technical Team Yang Junguang accompanied on site.

As Ambassador Zhang Yanhui, Counsellor Yao Ming, Team Leader of the Stratigic Project Coordination Team of the President Office Raymond Villalta and Deputy Minister of Culture Eric Doradya jointly pulled down the colored silk, the four big Chinese characters "Shang Liang Da Ji" slowly rose along with the beam, marking the completion of the main framework of the library.

After the unveiling ceremony, representatives of all parties held a buffet exchange meeting in the conference room of the National Palace of El Salvador. Ambassador Zhang Yanhui highly praised the construction progress of the National Library, and hoped that the project technical team would organize more similar meaningful activities in the future, strengthen exchanges and cooperation between all parties, lay the groundwork for the follow-up construction, and ensure the completion of the project on schedule. Deputy General Manager Pan Yong, as the Chinese representative, presented a Chinese traditional painting to the Salvadorean Counterparts.
