On July 18, 2019, at 5:30 p.m., the handover and unveiling ceremony of China-Aided Peru National Emergency Operations Center was held at the project site. Peruvian President Biscara, Minister of Defence Moscowso, Chief Civil Defense Officer Jorge, Secretary-General of the Ministry of Foreign Affairs Anderson and Charge d'affaires of the Chinese Embassy, Li Yun, Commercial Counsellor Hao Qinmei, representative of Chinese Enterprises Association in Peru ,head of Yanjian Peru Company Wang Shuwei, technical team leader of the China-Aided Peru National Emergency Operations Center Zhang Xueguo and hundreds of other politicians and businessmen attended the handover ceremony. The ceremony was broadcast live on Peruvian national television.
Peruvian President Biscara expressed his gratitude to the Chinese government and construction units in his speech and highly praised the project. He said that Peru is located in the earthquake zone, affected by climate change, frequent natural disasters, so disaster emergency response is very important. The successful completion of the emergency command centre project means that Peru has acquired advanced disaster prevention, exercise and training facilities. It will improve Peru's ability to respond to natural disasters, improve relevant emergency command functions, and provide important guarantees for the sustainable development of Peru's economy. It has set an example for Peru's national development.
In his speech, Li Yun, the Charge d'affaires of the Chinese Embassy in Peru, reviewed the Chinese government's-Aid projects in Peru in recent years. And she told about the long-standing friendly relations between the two countries. She said that the frequent occurrence of natural disasters poses a serious threat to the lives of Peruvian people. China is willing to provide assistance within its capabilities in the field of disaster prevention and control, share successful experiences and practices, and actively participate in the construction of Peru's disaster prevention and response system. China-Aided Peru National Emergency Operations Center, which was built by China, is one of the largest and most modernized disaster relief command centers in Latin America. Its successful completion has brought together all managers and workers in China and Peru. It has written a new chapter of Sino-Peruvian friendship.
Subsequently, Li Yun signed a hand-over formality with Peru's Civil Defence Director and presented gifts to each other. Chinese traditional dragon dance, lion dance and Peruvian national dance were also performed.
